Small Business

The hardworking families and small business owners of Main Street are the backbone of our economy.

For over 50 years, I have run a family-owned car dealership and calf-cow operation. As a small business owner, I know firsthand how policy impacts day-to-day operations, which guides my decisions as a legislator.

As Chairman of the House Committee on Small Business, I am fighting each day to lower taxes and cut the burdensome regulations that hurt small businesses and stifle economic growth. I am committed to ensuring our nation's job creators have the tools and freedom they need to succeed.

Visit the HSBC website to stay updated on the important work my committee is doing to support small businesses in Texas and across the country.

Some of my work includes:

  • My bill requires the Small Business Administration (SBA) Inspector General to report quarterly on fraud in certain COVID-19 disaster loans (H.R. 826), the COVID Fraud Transparency Act of 2026, passed the House of Representatives in June 2026.
  • My bill, H.R. 5763, the Main Street Parity Act, passed the House of Representatives in January 2026, which brings parity to all industries in the SBA 504 loan program by eliminating the five percent equity requirement for limited or single-purpose properties.
  • The House passed my bill, H.R. 3174, the Made in America Manufacturing Finance Act, which raises the SBA 7(a) and 504 loan limits for small American manufacturers to $10 million and supercharges the return of Made in America manufacturing.
  • I helped secure House passage of S. 3971, the Small Business Innovation and Economic Security Act, which reauthorizes the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs through September 30, 2031. These programs provide critical federal funding to help small businesses conduct research and development.
  • The House passed my bill, H.R. 1642, the Connecting Small Businesses with Career and Technical Education Graduates Act, which requires Small Business Development Centers and Women's Business Centers to help small businesses hire recent career and technical education graduates.
  • My bill, H.R. 832, the Small Business Advocacy Improvements Act of 2025, to let the Small Business Administration's Office of Advocacy speak for American small businesses in trade and regulatory discussions with foreign governments, passed the House of Representatives on February 24, 2025.
  • My bill, H.R. 825, the Assisting Small Businesses Not Fraudsters Act, passed the House of Representatives in February 2025, which ensures that those convicted of financial crimes related to COVID-19 loans cannot receive future assistance from the Small Business Administration.
  • My bill, H.R. 7129, the Put America on Commission Act of 2024, passed out of Committee, which maximizes recovery efforts for fraudulent pandemic loan funds.
  • My bill to hold fraudsters accountable by prohibiting individuals convicted of defrauding the Government from receiving any future assistance from the SBA (H.R. 5427), passed the House of Representatives on November 28, 2023.
  • The House passed my bill, H.R. 1606, the Veteran Entrepreneurship Training Act of 2023, which provides a path to help veterans begin their entrepreneurship journey in starting a small business through the Boots to Business program.
  • My bill, H.R. 1730, Supporting Small Business and Career and Technical Education Act, passed out of Committee, which utilizes federal resources to assist small businesses in hiring recent graduates from career and technical education programs.
